The Economic problem in Iraq is not due to scarcity of resources, but rather due to inefficient use of these resources. In the current climate, It is a priority to use oil revenue in order to develop human resources, to ensure citizenship and rule of order. Private-Puplic Partnership should be a way forward to construct projects.
